MTSS stands for Multi-Tiered System of Supports — a framework used in education to provide targeted academic, behavioral, and social-emotional support to all students.

Core Concept

MTSS is designed to ensure that every student receives the level of help they need to succeed. It does this through multiple tiers of intervention, each increasing in intensity based on a student’s individual needs.

Tier 1 (Universal Support)

Core instruction and proactive strategies for all students in the general classroom.

Examples: High-quality teaching, positive behavior interventions, and school-wide expectations.

Tier 2 (Targeted Support)

Small group interventions for students who need extra help beyond Tier 1.

Examples: Reading groups, social skills training, or short-term academic support.

Tier 3 (Intensive Support)

Individualized, high-intensity interventions for students with significant needs.

Examples: One-on-one tutoring, individualized behavior plans, or specialized instruction.

Goals of MTSS

MTSS vs. RTI and PBIS

RTI (Response to Intervention): Focuses primarily on academic support.

PBIS (Positive Behavioral Interventions and Supports): Focuses on behavior and social-emotional development.

MTSS: A broader umbrella that integrates both RTI and PBIS, addressing academics, behavior, and emotional well-being together.

Data and Continuous Improvement

MTSS relies on continuous data collection (e.g., test scores, attendance, behavioral incidents) to track progress and refine interventions. Schools use universal screeners and progress monitoring tools to ensure interventions are effective.
